Drawing upon her own groundbreaking academic research, which is helping to illuminate and clarify the impact of early life experiences on decision-making style, Dr. McClintock helps clients reach a more comprehensive understanding of the internal and external forces driving their decisions. With this greater understanding comes the ability to make and carry out decisions more quickly, more effectively, and with fewer unexpected consequences.
For more than 20 years, Dr. McClintock has been a leader and innovator in the management, analysis, design, development, and implementation of integrated information systems, focusing on the integration of communications technologies with information and business management systems. As the Principal Consultant/President of Besteq Information Services, LLC, she led the development and implementation of strategic IT programs for numerous offices of the Department of Defense, including the Defense Finance and Accounting Service, the Defense Information Systems Agency, The U.S. Army, U.S Navy, and U.S. Marine Corps, and a DOD intelligence agency. Other Federal clients included the Departments of Agriculture, Energy, Transportation, and State, and the Environmental Protection Agency, for which she conducted a comprehensive strategic evaluation of the Agency’s communications and IT networks and developed a Technology Infrastructure Plan. She also led the development of a Strategic IT Plan for the City of Baltimore Wide Area Network,
Previously, as Senior Technical Director of TeleCommunication Systems, Inc. and Senior Technical Manager of Arinc Research Corporation, Dr. McClintock designed and managed innovative integrative hardware and software projects for public agencies and private enterprises, including serving as the Communications Engineer for the Advanced Train Control System, an initiative to develop a Command, Control and Communications (C3) system for all North American railroads. She also served as the industry representative to the Radio Technical Commission for Maritime Services, chaired by the U.S. Coast Guard, and designed the Vessel Traffic System communications and database systems for international implementation. She is co-inventor on several patents related to satellite and encrypted communications.
Dr. McClintock holds a Doctor of Management degree from the University of Maryland and has taught as an Adjunct Faculty Member of the Information Systems Management Department, University of Maryland University College, including Ethics in the Information Age. Her current research program focuses on the relationship between interpersonal models of the self and of others, the decision-making styles of managers, and the ways in which an understanding of this relationship can improve the ability of managers and organizations to make and carry out decisions. Previously, she helped conduct a research program for the Maryland Institute for Policy Analysis and Research and the University of Maryland, Baltimore County which examined how city governments make decisions regarding IT expenditures and policies. Among her numerous professional certifications is the Information Systems Security Assessment Methodology (IAM) Certification, and the Certified Information Systems Security Professional (CISSP).
A native of Boston, Massachusetts, Dr. McClintock attended the Defense Language Institute in Monterey, California. She lived in Berlin for six years as a Russian language Cryptologic Linguist Specialist with the U.S. Air Force. She is an active volunteer with several Washington, DC area charities and runs in charity races throughout the Mid-Atlantic area.
